The United States did not issue paper money until the Civil War. The first set issued with the intent to be legal tender, or legally recognized as meeting a financial obligation, was the United States Note or “greenback”. Pennsylvania’s first and third senators Robert Morris and Albert Gallatin appeared on the $100 and $5,000 denominations respectively.
