In photography, it is when a photographer crops a photo while shooting tethered. Shooting tethered means having the camera connected via cable to a computer so the photo instantly appears on a large screen. It allows greater control of in-camera adjustments and more accurate lighting. Cropping is removing unwanted parts of the photo to create a close up.
In song lyrics, it can be found in REM’s End of the World as We Know It from 1987 with the verse “Team by team reporters baffled, trump, tetherd crop.”
When you apply the photographic definition it almost makes sense.
