It should be, “How much beer is drunk in Ireland?”, not “…is drank”. “drank” is the simple past, “drunk” is the past participle and is what we want to use for a predicate adjective. I drink, I drank, I have drunk.
The use of “drank” in this context is perfectly cromulent. I believe Mr. Brad should embiggen his knowledge of grammar. Pura Vida.
