Its been going on for years. I remember going into one of the now closed grocery stores in my area probably 6 or 7 years ago and watched a apparent latino buy two full shopping carts of food using EBT cards until he ran out his balance on the cards. The clerk, acting accustomed to the whole scenario, said he owed another $200 plus for the food so he pulls out a wad of cash rubberbanded together and cracked off the balance in cash. The clerk rolls her eyes. He then dragged the carts out to a really nice Lincoln Navigator, opens the back and starts literally tossing the food in the back while laughing.
