There is a phrase in the outside world called “ass backwards”. Here is a story that reinforces this term.

A second phrase that is used frequently is – “Timing is everything.”

And a word that applies to Governor Wolf is “Secrecy.”

Late yesterday afternoon (Aug. 3) Penn Live posted a story titled, “Proposed contracts reached with Pa’s two largest state employee unions.”

The article reports that Governor Wolf negotiated pay increases for employees represented by the American Federation of State, County and Municipal Employees Council 13 and Service Employees International Union Local 668.

The first increase becomes effective on Oct. 1 – there are total of five increases – the last increase becomes effective on Jan. 1, 2019.

Oct. 1, 2016 to Jan. 1, 2019 is 27 months.

Oct. 1, 2016 2.75%
July 1, 2017 2.00%
Jan. 1, 2018 2.25% (Step increase)
July 1, 2018 2.50%
Jan. 1, 2019 2.25% (Step Increase)
Total increase 11.75% – over 27 months

Here is where the “ass backwards” phrase applies – The PA State legislature just voted on the 2016-2017 PA budget this past June. Where in the budget that was just passed are these increased labor costs factored and what is the total cost?

The Independent Fiscal Office is reviewing the contracts so we should know soon how much this will cost PA taxpayers.

Should the legislature have been given details so that we could evaluate these additional labor costs to determine where the money is coming from to cover these costs?

The Penn Live article states that “neither the union or administration would release details of the tentative agreement” – it is important to note that Governor Wolf has the sole authority to negotiate with the public sector unions representing state employees without any input or review from the legislature – the legislature simply gets handed the bill for these increases – this is “Secrecy” at its best.

On Aug. 3 on ABC 27 Governor Wolf stated that he is running for re-election – Governor Wolf gives generous raises to unionized state employees and then announces that he is running for re-election – so you see folks – “Timing is everything.”

My beef as a PA State Senator is with the current budget process in Harrisburg and the lack of transparency – what are the details?

If the Commonwealth of Pennsylvania was a public company traded on the New York Stock Exchange, actions by the legislature, Governor Wolf, and his staff would be considered criminal acts and we would be led out of the Capitol building in handcuffs for hiding money and not disclosing off balance sheet liabilities.

It is important to note that I asked dozens of questions over the last year regarding the budget – I serve on the Senate Appropriations Committee – I asked a lot of questions and did not get answers to many of my questions – Governor Wolf and his budget staff operated with a large amount of secrecy.

The current budget process and its many faults could be solved by moving to performance-based budgeting.

I have a rule in my business world – if I ask questions – I expect answers – over my 350year private sector business career I have had times where I did not get all of the details and it ended up costing me money, and in some instances, a lot of money.

As a result of unanswered questions on the budget – I voted “NO” on the increased spending package of $1.4 billion and tax increases of $1.2 billion in June.

Last time I checked – voters in my district sent me to Harrisburg to do the right thing – I can assure you I will continue on that path.

In the search for revenue to cover the General Assembly’s insatiable need for more spending, the legislature looked for new sources of revenue and taxes. Ignoring the $200 million that they borrowed from other funds, the ill-conceived choices they made are already falling through. Revenue Scheme Failing In Pa.

Lawmakers thought they had a sure winner when they decided to sell casinos licenses to sell alcohol between 2 a.m. and 6 a.m.; they were wrong. Casinos have scoffed at the $1 million license fee. One casino spokesman stated that they likely wouldn’t take the license if it was free. This lack of interest from casinos for the 24-hour liquor licenses creates an immediate $12 million hole.

The second hole opening up is even more tragic. In their abject greed, the General Assembly levied a 40 percent wholesale tax on electronic cigarette and “vaping” supplies. Adding insult to injury, the new tax applies to merchandise that is already in stock. As one small business owner noted:

“‘It’s almost as if the tax was designed to kill small business,’ said Chris Hughes, owner of Fat Cat Vapor Shop in Montoursville.

“Hughes estimated that he would have to cut the state a $40,000 check for the $100,000 in inventory he currently has on hand.”

Because Mr. Hughes does not have the ability to send the government a $40,000, he is liquidating his inventory and going out of business. Now the state will lose the tax revenue Mr. Hughes’s business was generating and the new taxes the General Assembly had counted on to fill in the budget deficit.

These problems could have been avoided if the legislature and the Governor had made an attempt to rein in spending. Instead, they added to the corporate welfare budget at the expense of small businesses. Now business owners like Mr. Hughes closing shop because of legislative greed.

Hillary Conspiracy Theories Swirl — The Clintons have long been a subject of conspiracy theories and new ones have started to swirl around Hillary.

And an old one has popped up its bullet-ridden head.

Conspiracy theories get footing when circumstances most would expect to be a subject of intense discussion and debate disappear from public discourse.

Let’s consider the old one i.e. The death of Vince Foster.

Foster was deputy White House counsel during the first six months of President Bill Clinton’s administration. He had worked with Hillary Clinton at the Rose Law Firm in Little Rock and was a  friend and political ally of the Clintons in Arkansas.

On July 20, 1993 his body was found in Fort Marcy Park in Virginia just outside of Washington. He was reportedly in despair. The official reason was he blamed himself for a failed nomination.

The death was ruled a suicide after five investigations. One would think that would end the matter but certain things that one would have thought would be the subject of questioning headlines and curious editorials seemed to fall into a black hole. A bullet was never found. Photographs and film went missing. A signature on a suicide note appeared to have been forged. Witnesses said they were not called to testify or were not taken seriously when they did.

And an assistant U.S. attorney, Miguel Rodriguez, quit an investigation basically calling it a whitewash.

Have you heard of Rodriguez? Of course, not. His resignation was one of those things that went into the black hole. Move along, nothing to see. He said he talked with media outlets including the New York Times but nothing was ever aired or published.

The first person on the scene before the discovery of Foster’s body was Patrick Knowlton, who would testify before a grand jury. Knowlton noticed discrepancies that were never addressed by the investigation. Exposing what had happened became an obsession and persons with similar suspicions joined him prodding the matter with Freedom of Information Act requests and such.

They are claiming they have found photographs showing a second bullet hole in Foster, which was reported by WorldNetDaily last February.

Is it just the ramblings of a crank website taking the claims of a group of whackjobs too seriously? It would sure have been helpful if some of the self-proclaimed “serious” journalistic institutions gave the space to Rodriquez back in the day to either to make his case or hang himself.

Which gets us to today. John Ashe, who was president of the United Nations General Assembly in 2013-2014 was found dead in his Dobbs Ferry, N.Y home on June 22. We wrote about it here. Authorities initially ruled the cause a heart attack. When it was revealed he had a crushed larynx, however, they said it was a weightlifting accident and ruled it accidental.

Ashe had been charged with crimes related to taking bribes from Clinton acquaintance Chinese businessman Ng Lap Seng and was scheduled to meet with prosecutors regarding his upcoming trial.

Again, not many headlines regarding Ashe and the Clinton connections.

Finally, there is the July 10 murder of Sean Conrad Rich. Rich worked for the Democrat National Committee. According the conspiracy theorists he was responsible for the release of the DNC data to Wikileaks showing dirty tricks, and was about to give testimony regarding other dirty tricks. The theorists point out that the shooting happened in a safe neighborhood and nothing was taken from him.

Lushsux Hillary Mural Fixed — Melbourne, Australia has apparently a loose policy on “edgy” street art so nobody complained when street artist Lushsux painted a naked mural of Donald Trump on a wall.

Nor did anyone complain when he painted a naked mural of his wife, Melania. The “I’m with her” tag on it was a nice touch, for what it’s worth.

Anyway, he painted a mural of Hillary in a skimpy swimsuit with dollar bills stuffed in it.

And we learned that Melbourne has a limit to its acceptance of “edginess”.

The city leaders deemed the mural contravened its gender equity policy and threatened action unless it was removed.

It appears the lesson, though, is don’t mess with Lushsux. His response was beautiful. See below and note the tag.

James Waltzer Of Sound Mind Great ReadIf one seeks a new author put James Waltzer on the list. His new book “Of Sound Mind” is a page-turner.

“Of Sound Mind” is a revision of “Sound of Mind” which had originally been published in France and then published by a small house in the U.S.

The new version from Medallion is much improved and worthy of a best seller list.

“Of Sound Mind” is a thoughtful, intelligent thriller. The protagonist, Richard Keene, is a haunted young man cursed/blessed with an ear condition that provides extremely sensitive hearing and an exceptional sense of balance. He overhears a murder in his Center City Philadelphia apartment building and the game is on.

The Philly flavor is rich which is another bonus for those living in the area.

“Of Sound Mind” can be favorably compared with Jonathan Kellerman’s Alex Delaware novels. Hopefully, this is the first in a series of Richard Keene novels.

Khizr Khan Emotions And Policy — Khizr Khan, a Harvard lawyer and Muslim, made a blistering attack on Donald Trump, July 28, during the Democrat National Convention concerning Trump’s concern about sleeper terrorists entering this country under the guise of Muslim refugees.

“Donald Trump consistently smears the character of Muslims,” he said as wife, Ghazala, stood silently by his side. “He disrespects other minorities, women, judges, even his own party leadership. He vows to build walls and ban us from this country.”

The last sentence implies a permanent ban and isn’t true, but never mind that.

The Khans’ son Humayun lost his life while serving in Iraq in 2004 receiving a Bronze star and Purple Heart for his heroism. The media is trying to tie the label of cowardly chickenhawk on The Donald, which is ironic since by 2004 when young Humayun died he was speaking out against the war, and rather prophetically.

Khan made the point that there are Muslims who can be loyal, good and patriotic Americans.

Fine.

But Syed Rizwan Farook and Tashfeen Malik; Nidal Hasan; Omar Mir Seddique Mateen; Dzhokhar Tsarnaev and Tamerlan Tsarnaev;  and 19  9/11 hijackers make the far stronger point that there is something seriously wrong with the Islamic philosophy towards life and we better recognize it.

This is not religious argument. Nobody is talking about vetting people concerning theological beliefs about the nature, or even existence, of God. This is a value argument. Do we have unalienable rights or can someone kill another simply because he disagrees with his belief about the nature of God?

We had better start vetting people as to whether they hold the latter view and keep them from coming here. Further, we had better start teaching those already here who hold this view that they are seriously wrong and that believing murder is OK for religious reasons will not be tolerated.

And with regard to diversity and such, where are the Catholic cathedrals and Baptist churches and Jewish synagogues in Mecca? Maybe we should start pushing that these things be allowed there, hmmm?

If one wants to save this country Trump is the only choice this November no matter how obnoxious your “betters” say he is.
