Pennsylvania First West Nile Virus Cases — The Pennsylvania Department of Health has reported the likely first West Nile virus cases this year in Montgomery and York counties, says State Rep. Jim Cox (R-129)

The departments of Health and Environmental Protection are urging residents to minimize their exposure to mosquitoes.

Pennsylvania First West Nile Virus CasesThe mosquitoes that transmit the virus breed in areas with standing and stagnant water. These areas can include catch basins, clogged gutters, discarded tires, poorly maintained swimming pools, flower pots and other types of plastic containers.

Simple steps to eliminate standing water around the home include:

  • Removing tin cans, plastic containers, ceramic pots, discarded tires or any object that could collect standing water.
  • Having roof gutters cleaned every year, particularly if the leaves from nearby trees have a tendency to clog the drains.
  • Turning over plastic wading pools and wheelbarrows when not in use.
  • Aerating ornamental pools or stocking them with fish.
  • Cleaning and chlorinating swimming pools and removing standing water from pool covers.

The Department of Environmental Protection (DEP) conducts regular surveillance and control to manage mosquito populations around the state. So far, DEP has detected West Nile Virus-infected mosquitoes in 36 counties.

Pennsylvania Prevailing Wage Law Faces House Hearing

The Pennsylvania Prevailing Wage Law is estimated to have added 20 percent to the cost of the recent work at Garnet Valley High School

The state House Labor and Industry Committee began a series of public hearings in State College, Aug. 22, to address proposed changes to the outdated Pennsylvania Prevailing Wage Law, reports State Rep. Jim Cox (R-129).

The Prevailing Wage Law requires municipalities and school districts to pay the “prevailing minimum wage” to those individuals working on public construction projects. Current law does not clearly spell out how the wage is to be determined, and often high, urban-area union wage rates are used as the basis for calculating the prevailing wage for a given project.

This initial hearing featured testimony from local government officials and union representatives and specifically addressed two prevailing wage reform bills. House Bill 796 would increase the prevailing wage threshold from $25,000 to $100,000 for public projects, and House Bill 665 would make it clear that the law would not apply to road repair projects.

Additional hearings on prevailing wage reforms will take place around the state over the next month, Cox said.

Ethanol Mandates Must End Say Workers — Sen Pat Toomey (R-Pa.) and Congressman Pat Meehan (R-Pa7)  met with employees at Monroe Energy’s Trainer refinery in Delaware County to hear their that ethanol mandates must end.

The government’s Renewable Fuel Standard mandate requires fuel suppliers like those in Trainer and Philadelphia to blend millions of gallons of biofuels – notably corn ethanol – into the nation’s gasoline supplies.

“This corporate welfare for the ethanol industry harms the viability of good paying jobs, drives up gas prices, increases food costs, and harms the environment,” Toomey said.

Toomey is a co-sponsor of the Renewable Fuel Standard Repeal Act (S. 1195) that would end such mandates.

Woman Allegedly Scammed $117G From Elderly Couple

Natalie Guglielmo, 51, of Marple, waived a hearing, Aug. 15,  before Magisterial District Judge Dave Lang.on the charges of theft by unlawful taking, theft by deception, criminal use of a communication facility and credit cards. The charges stem from an incident June 4 at Customers Bank in Newtown Square, Pa.

According to the affidavit, Delaware County CID Detective Michele Deery was contacted by a Customer Bank representative when the 86-year old victim came into the bank and requested a check for $8,900 to be made out to Guglielmo. The bank teller recognized Guglielmo’s name from a fraud arrest in 2001. The bank’s investigation revealed numerous checks made out to Guglielmo from the victim’s account during the last year.

The victim said that she was giving Guglielmo money for medical treatments for her husband,including CAT scans which he never had.

The investigation led to the victim’s two other bank accounts where checks were made out and cashed by Guglielmo.

Guglielmo allegedly scammed the victim out of $117,178.31.

A warrant was obtained for Guglielmo’s bank records and detectives found she used the money to make purchases at Coach, HSN, DSW, Victoria’s Secret, Northface, Giant, Nordstrom, PECO, QVC Comcast, Sears and to pay court fines. There were no transactions for any medical bills.

Guglielmo is currently on probation in Delaware County for related fraud charges from a 2001 arrest. She is scheduled for a Sept. 12 arraignment in Common Pleas Court.

Bryn Mawr Banker Faces Sex Crime Charges

A Bryn Mawr banker waived a hearing on charges relating to sex with minors, Aug. 15, after testimony began, during a hearing before Magisterial District Judge Dave Lang.

Andrew Milligan, 35, is facing 29 counts of possession of child pornography, 29 counts of criminal use of communication facility, one count of corruption of minors, and photographing sexual acts. In exchange for the waiver the charge of contact with a minor relating to sexual offences was withdrawn.

The charges stem from an investigation initiated be Delaware County CID Detectives Lisa Carroll and Ed Pisani, Aug. 23, 2012 when they were contacted by the National Center for Missing and Exploited Children.

According to the affidavit, Carroll and Pisani acted on a tip that Milligan was posing as a 15-year-old girl who was asking other teens to send him sexually explicit pictures. He used the name Stacy Markson.

Pisani searched Facebook and located a Stacy Markson. Stacy’s profile picture appeared to match the images on Milligan’s computer. Stacy was also located on Google, My Space, Motherless.com, Followgram, sexyrepost.com and imgur.com.

Stacy’s birthday on her Facebook account was 10-5-97. Milligan’s birthdate is 10-5-77.
Pisani obtained a court order to identify the Comcast account and learned the account was in Milligan’s wife’s name.

Carroll obtained a search warrant and CID Detective Dave Peifer confiscated an iPad, a MacBook Pro, a Nikon camera, one flash drive, and seven CD/DVD’s from Milligan’s residence.

Twenty-seven videos and three pictures of apparent child pornography were found. Twenty-nine videos depicted children under 18.

Milligan is scheduled for a Sept. 12 arraignment in Common Pleas Court.

State Senator Ted Erickson Won’t Seek Re-election — State Sen. Edwin “Ted” Erickson won’t seek re-election in 2014, it has been announced. Erickson has  has represented the 26th District of Pennsylvania since winning a special election in 2001 after his predecessor Joe Loeper, pleaded guilty to tax-cheating and was forced to resign. Erickson, 74, is a Republican. He easily won re-election in 2010.

Erickson served on Delaware County Council from 1982 to 1989 before becoming the county’s executive director. Before that his election to county council he had been the chief administrative officer for Upper Darby Township.

Erickson has a Ph.D in biochemistry and micobiology from Bryn Mawr College. Before entering government service he was a tenured assistant professor of biology at Hamilton College where he taught microbiology, biochemistry and general biology. He also taught general biology, anatomy and physiology, cell physiology and zoology at Drexel University and East Stroudsburg State College  He is a former member of the Army Science Board.

Montco Dem Activist Allegedly Took Boy’s Photo In Restroom — A Lansdale man has been charged  by Orange County, Fla.,  with one count of felony video voyeurism against a child younger than 16 years of age for taking a photo of a young boy in a restroom stall at Walt Disney World on Aug. 2
The charge was duly reported by NBC10. Certain things, however, were left out that one is confident would otherwise would not have been if things had not been just a tad different — namely his political affiliation.

The accused, Joseph M. Cionzynski, 59, you see, is active with Friends of Lansdale, a left-leaning political action committee that supported the Democratic Party establishment against a couple of of party mavericks, according to RedState.com, which notes that he is also works for the National Labor Relations Board.

Cionzynski allegedly placed his cell phone under the stall and took several photographs of the boy, age 8, who was sitting on the toilet. The boy saw what was occurring and ran from the room crying. He got his mother and the two re-entered the room where the boy was able to identify Cionzynski by his shoes.

Cionzynski voluntarily turned the phone over to a sheriff’s deputy who did not find pictures of the child but did find two pictures of adult genitalia. The phone was seized  and Cionzynski was given a trespass warning but not arrested.  Investigators later found pictures of the boy, however, according to BayNews9.com.

An arrest warrant was issued Aug.15 and Cionzynski was arrested in Montco for extradition.

Wonder where Cionzynski stands on gay marriage? You think he might have supported D. Bruce Hanes for Montgomery County Register of Wills?

The Pittsburgh Tribune reported, yesterday, Aug. 20, that employers are planning on making their workers pay their own costs for health insurance for their children and pay extra — up to $125 per month — to keep their spouses covered.

A lot of these people voted for Obama. They trusted him. They couldn’t get it through their heads that the guys real constituency was Wall Street investment banks, corrupt big-city politicians and GS15 federal bureaucrats.
