Not exactly. “Turk” and “Turkic” are two different things. It’s like saying the Germans settled New Amsterdam. “Turkic” covers a large group of tribes, area, and ages.
The Turks-the Ottoman Turks-never set foot in Manchuria. Rather, a Turkic people, the Gokturks only distantly related to today’s Turks by blood and language, and who never set foot in Anatolia, were the ones who conquered Manchuria.
You make the correct point in that the government of Turkey never did control Manchuria. OTOH, depending on the source, Turk and Turkic are not necessarily different: https://www.merriam-webster.com/dictionary/Turk
It’s worth observing, though, that the people of a nation bordering the Aegean Sea and dominating much of Europe and North Africa come from roots that ruled much of a providence that now borders the Sea of Japan, just as it is that the Angles, Saxons and Frisians (Dutch) were German tribes.
