Sex Abuse SOL Change Equals School Tax Hike— Carmela Ciliberti’s latest podcast is an excellent lesson in State House proceedings, along with an easily understood explanation of the foolishness of a redundant amendment to the State Constitution suspending the statute of limitations from sex abuse for civil cases concerning sexual assaults for two years.

There is already no statute of limitations for criminals sexual assaults, and the statute of limitations for civil cases ends when the victim turns 55.

Juries in civil cases do not require their verdict to be “beyond a reasonable a reasonable doubt” to rule for the plaintiff, nor do they have to be unanimous.

This makes it likely that an innocent party will pay to make things go away hence enriching a mercenary lawyer uninterested in truth and justice.

She noted that when a similar law was passed in New York, four the the state’s eight Catholic dioceses filed for bankruptcy protection, along with the Boy Scouts of America.

If the problem is really this bad — and we don’t think it is as uncapped damages let the few evil destroy the much good — civil suits are not how to solve it. Remember, there is rightfully no statute of limitation for criminal cases.

There are Catholic haters who might celebrate the proposed amendment. For them we’d like to note that it is expected that this legislation will cost the public schools, for which you are on the hook, will be between $5 billion and $35 billion.

If you can’t defend yourself you will pay the Danegeld.

There are heroes who will fight such as Cardinal George Pell but they aren’t on your local school board. Pell, by the way, spent 13-months in solitary confinement as he neared his 80th birthday. Further, his appellant victory was no sure thing.

Carmela also notes an equally foolish state law is proposed to do the same thing.

She also calls to task House Speaker Mark Rozzi (D-126) for holding a special session. This kept the House from addressing more immediate matters such as the East Palestine chemical disaster just over the Ohio border.

When Democrat Abigail Salisbury won the special election for the 34th Pennsylvania State House District, previously held by Summer Lee (who is now in the U.S. Congress), she became the second openly bisexual candidate to be elected in Harrisburg. There are now six openly LGBTQ state representatives in Harrisburg, and they belong to the LGBTQ Equality Caucus.

Abigail Salisbury won 10,068 votes (87.7 % of the vote) to Robert Pagane’s 1,404 votes (12.3% of the total). This result had been expected. 

Born in Ohio, Abigail Salisbury attended Case Western Reserve University for her undergraduate degree and received her law degree from the University of Pittsburgh. She was endorsed by Clean Water Action, Planned Parenthood, and various labor unions.

Among other things, Salisbury initiated her own low-cost law practice for nonprofits and small businesses in Swissvale. One of her major priorities has been to reduce the time it takes for a new business to acquire its business license. (She says it takes 2.5 months.)

Robert Pagane graduated from the Allegheny County Police Academy in 1989. He has been affiliated with the Fraternal Order of Police and the International Police Work Dog Association.

Now retired, Pagane spent 30 years as a police officer, five of them in the city of Pittsburgh and 13 as a K-9 handler.

Three key messages of his campaign were to make the streets safe, to lessen the tax burden on the elderly, and to fight on behalf of his constituents to raise his district “from the ashes”. He believes that businesses will return when the streets are safe.

PA House District 34 is in Allegheny County and includes Braddock, 12 other towns, and sections of Pittsburgh.

The two Democrats who served as state representatives prior to Summer Lee (Paul Costa and Ronald R. Cowell) served a total of almost 45 years, from 1975 to 2019.

Stan Casacio Proposes Unity, Debate — Stan Casacio announced his candidacy to replace Liz Havey as chair of the Montgomery County (Pa.) Republican Committee after her surprise resignation 10 days ago.

Casacio nearly unseated Mrs. Havey when she stood for re-election to the four-year position, June 23.

A new election by county committeepeople is scheduled for March 1. The party establishment’s choice is said to be Christian Nascimento who unsuccessfully ran for Congress against Madeleine Dean in 2022.

There is no requirement for a quick election, Casacio notes, and he suggested that it be postponed 30 days so the committeepeople can be fully aware of their options.

He would also like a candidates debate to held immediately before the vote and only those attending be allowed to cast ballots. This would mean no proxy voting, he said.

Casacio, who represents the party’s populist wing, says the only way the GOP can win elections in Montco is if the populists and establishmentarians work together.

A debate and a considered, trusted election would go a long way in ending suspicions and achieving this goal he notes.
